Subject: Number of States whose public institutions are unable to sign
confidentiality clauses

In preparation for a presentation, does anyone in liblicense-world know
(or have an estimate) of the number of "open-record" states, whose public
institutions cannot sign a license with a confidentiality clause.

Thanks,
Phil Davis, Cornell
