New Managing Director of Swets Blackwell UK

Swets Blackwell is pleased to announce the appointment of Sjoerd Vogt as
the new Managing Director of Swets Blackwell UK. Mr. Vogt, who has over
twenty years of experience in the electronic information industry, joined
Swets Blackwell from Thomson Dialog's OnDisc/@Site division where he was
the Vice President and General Manager. Mr. Vogt will be based in the
Abingdon, UK office.

Born in Zambia, educated in Scotland and of Dutch extraction, Mr. Vogt
first joined Dialog, a Thomson company and leader in online information
services more than two decades ago. During the eighties Mr. Vogt was the
Head of Training and Customer Services for Dialog in Europe. He ran the
Information Services Division of the Kuwait Institute for Scientific
Research from 1988 until the first Gulf War intervened. Mr. Vogt then
returned to Dialog to take over the newly emerging CD-ROM operations in
Europe where he remained until setting up the global OnDisc/@Site Division
based in Witney, UK in 1998. Mr. Vogt currently serves on the Technical
Committee for the Online Information 2003 conference in London.

Steven Hartman, Swets Blackwell's Commercial Director, commented, "We are

in the UK and Ireland. As a 20-year veteran of electronic information,
Sjoerd is a well-known figure in the industry. His extensive experience in
transitioning print products to electronic equivalents as well as
associated technologies such as linking will be invaluable to Swets and to
Swets' customers."

Mr. Vogt added: "As Managing Director for the UK and Ireland, my key
objective will be to listen to our customers and publishers and make sure
that we meet their rapidly evolving needs. Having set up the first
partnerships between Dialog, Swets and Blackwells for the Dialog CD-ROM
products back in 1991, I have followed both companies closely as they have
successfully faced the challenges of the last twelve years.  I am
confident that we can continue to build on this success, on behalf of
customers and partners alike."
