I was told on the phone by New York that I should contact the German
headquarters addressing Herr Hoffmann.

I never got an answer.  I too would be interested in hearing from the list
whether anyone had a productive contact.

Dear Herr Hoffmann,

The University of California is an institutional subscriber to many
DeGruyter journals and we would like to activate online access for our
faculty and students.  As a state educational institution, we are limited
by law and regulation in the terms that we can accept in a license
agreement and the DeGruyter license contains terms that prevent our
getting a signature.  How do we go about obtaining modifications that the
University can accept?
