Thanks to everyone who responded with suggestions or commiseration over
the impasse with the Thesaurus Linguae Graecae online from UC-Irvine. The
editor of the project is now " pursuing various avenues to find a mutually
workable solution"; they are also aware that this is of concern to other
state institutions and are aware that they may need to "take another look
at their policy.". Perhaps the impasse is not so impossible. I'll keep the
list aware of how this plays out.
