I'm losing the thread here.  Is your argument that you can't afford to buy
online access to 30,000 journals at 50 cents per FTE?  That's obviously
true, but what does it have to do with the appropriateness of personal
subscribers to a journal getting an enhanced service?

No, I don't tell publishers what to charge.  I only tell them whether we
think that what they're offering is worth it.
